This tut was done in PSP 10 but should work as well in other versions.
Some knowledge of, and experience with, PSP is required.

If any filters are used, please note that if you don't already have them installed that you will have to close PSP, Install, then start PSP again.

Preparation:
Cowboy
Duplicate
Close the original
Resize as desired
Woman face tube
Duplicate
Close the original
Resize as desired
Background
Re-size to 340 x 230
Duplicate 2x
Close the original
Step 1:
Activate one of background images
Take the male tube
Edit/Copy
Edit/Paste as a New Layer and place on the right side
Effects/3D Effects/Drop Shadow
Take the woman tube Image/Mirror
Edit/Copy
Edit/Paste as a New Layer
Place in the lower left hand corner
Lower the opacity to 50%
Apply a drop shadow as before
Step 2:
Image/Add Borders/Black 1 px
Image/Add Borders/White 20 px
Highlight this border
Take your other background and draw out a rectangle.
Edit/Copy
Edit/Paste Into Selection
Effects/3D Effects/Inner Bevel
Edit/Copy
Edit/Paste as a new Image - This is your frame
Minimize
Step 3:
Main Image
Selections/Select None
Image/Add Borders/Black/1 px
Image/Add Borders/White/30 px
Highlight your border
Edit/Copy your Frame
Edit/Paste Into Selection
Effects/Plugins/Photo Swizzle/Prism+/Default Settings
Selections/Select All
Selections/Modify/Contract/54

Image/Add Borders/Black/1 px
Image/Add Borders/White/20 px
Highlight your border
Edit/Copy your frame
Edit/Paste Into Selection
Image/Flip
Image/Mirror
Image/Add Borders/Black/1 px
Step 4:
Layers/New Raster Layer
Add Watermark
Add Name and Caption - if desired
Add Drop Shadow to name and Caption - If desired
Layers/Merge/Merge Visible
Re-Size to 400 on the longest side
