This tut was done in PSP 10 but should work as well in other versions.
Some knowledge of, and experience with, PSP is required.
A trial version of PSP can be downloaded from here.
You are welcome to use my images, or use your own
If any filters are used, please note that if you don't already have them installed that you will have to close PSP, Install, then start PSP again.

Castle on the hill
Background
Alien Skin XenoFlex 2
Preparation:
Take the castle tube, Edit/Copy and close the original
Re-Size to 240 on the longest side
Take the wizard tube, Edit/Copy and close the original.
Image/Re-size to 195 x 190
Take your background image and place on your workspace and minimize.
Step 1:
Castle
Layers/Add Raster Layer.
Flood fill this layer with your background
Layers/Arrange/Send to Bottom
Step 2:
Wizard
Edit/Copy
Edit/Paste as a new Layer - Place where it looks good to you
Layers/Arrange/Bring to top
Activate both layers (castle layer then the wizard layer)
Effects/3D Effects/Drop Shadow/Both Layers
Step 3:
Layers/Merge/Merge Visible
Effects/Plugins/Alien Skin Xenoflex 2/Lightening
Repeat if desired
Step 4:
Image/Add Borders/Black/1px
Image/Add Borders/White/10 px
Selections/Select All
Selections/Modify/Contract/10
Selections/Invert
Flood fill with your background
Effects/3D Effects/Inner Bevel
Selections/Select None
Image/Add Borders/White/20 px
Selections/Select All
Selections/Modify/Contract/10
Selections/Invert
Step 5:
Wizard
Layers/New Raster Layer
Flood fill with your background color
Layers/Arrange/Send to Bottom
Highlight your wizard layer
Layers/Merge/Merge Visible
Effects/Image Effects/Seamless Tiling
Highlight your border
Edit/Copy your wizard
Edit/Paste Into Selection
Effects/3D Effects/Inner Bevel
Selections/Select All
Selections/Modify/Contract/32 px
Repeat the Inner Bevel above
Selections/Select None
Step 6:
Layers/New Raster Layer
Add Watermark
Add Name
Add Caption
Add Drop Shadows - your desired settings
Layers/Merge/Merge Visible
Re-Size to 290 x 280 - or what looks good to you
