This tut was done in PSP 10 but should work as well in other versions.
Some knowledge of, and experience with, PSP is required.

If any filters are used, please note that if you don't already have them installed that you will have to close PSP, Install, then start PSP again.

 Preparation:

 400 x 400 Transparent Image

Make sure that your filters are installed

Take your tube - duplicate, close original and resize to 52%

Pick 2 colors from your tube

 Step 1:

Working with your transparent image
Flood fill with your background color
Edit/Copy your tube
Back to your working image
Selections/Select All
Edit/Paste Into Selection
Selection/Select None
Effects/Image Effects/Seamless Tiling/Default
Effects/Plugins/PhotoSwizzle/Kaleidoscope/Default
Lower the opacity to 75
Effects/Plugins/Kang1/new facets
Factor: 77
d-type: 39
Effects/Image Effects/Seamless Tiling/Default
Edit/Copy
Edit/Paste as a New Image
Minimize

 Step 2:
 Take the angel and Edit/Copy
 Edit/Paste as a new layer onto your working image
 Image/Add Borders/1 px/Black
 Image/Add Borders/5 px/your Background color
 Image/Add Borders/5 px/your Foreground color
 Selections/Select All
 Selections/Modify/Contract/10 px
 Selections/Invert
 Effects/3D Effects/Inner Bevel

 Step 3:

Selections/Select All
 Selections/Modify/Contract/32 px
 Effects/Illumination Effects/Sunburst

 Step5:

Voila!!
