This tut was done in PSP 10 but should work as well in other versions.
Some knowledge of, and experience with, PSP is required.

If any filters are used, please note that if you don't already have them installed that you will have to close PSP, Install, then start PSP again.

Preparation:
Open a transparent 400 x 400 image
Step 1:
Background
Pick 2 colors from your female image
Flood fill with one of your colors
Selections/Select All
Edit/Copy your tube
Edit/Paste Into Selection
Selections/Select None
Effects/Image Effects/Seamless Tiles/Default settings
Adjust/Blur/Motion Blur
Effects/Plugins/Filters Unlimited 2.0/Distortion Filters/Warp Jump/Intensity: 58
Layers/New Raster Layer
Flood fill White
Lower the opacity to 25
Layers/Merge/Merge Visible
Step 2:
Your Female Tube
Edit/Paste as a new Layer
Resize to a desired size
Effects/3D Effects/Drop Shadow
Step 3:
Your male tube
Edit/Copy
Edit/Paste as a new Layer
Move against the left side
Effects/3D Effects/Drop Shadow/Same as above
Lower the opacity to 50%
Layers/Arrange/Move Down
This is what you should have at this point
Step 4:
Take the handcuffs
Place them on the female hand, so that it looks like she is holding them
Effects/3D Effects/Drop Shadow
Step 5:
Layers/New Raster Layer
Add Watermark
Image/Add Borders/1px/Black
Add Name
Effects/3D Effects/Drop Shadow/Same as above
Add Caption - if desired
Layers/Merge/Merge Visible
