This tut was done in PSP 10 but should work in other versions.
Some knowledge of, and experience with, PSP is required.

If any filters are used, please note that if you don't already have them installed that you will have to close PSP, Install, then start PSP again.
Beginner

Preparation:
Edit/Copy - all images
Edit/Paste as a new image -- all images
Close the originals
Pick 2 colors from the Carolers image - I chose Christmas colors (red and green - #df1d03 and #146d1e)
Step 1:
Background
Take the Freehand selection tool (3rd tool down and click on the arrow) and make a selection above the trees
Layers/Promote background layer
Effects/Plugins/Unlimited Filters/Render/Clouds [white/blue]/Default
Layers/New Raster Layer
Flood fill with White
Lower the opacity to 50 - or what looks good to you
Selections/Select None
Step 2:
Layers/Merge/Merge Visible
Select the Smudge Tool (11th tool down)
Smudge along the bottom of the sky, so that it looks blended
Effects/3D Effects/Buttonize
Step 3:
Edit/Copy
Edit/Paste as a new Layer onto your background
Move this image to the bottom
Effects/3D Effects/Drop Shadow
Effects/3D Effects/Buttonize
Layer/Merge/Merge Visible

Step 4:
Image/Add Borders/6 px/1 of your colors
