This tut was done in PSP 10 but should work as well in other versions.
Some knowledge of, and experience with, PSP is required.

If any filters are used, please note that if you don't already have them installed that you will have to close PSP, Install, then start PSP again.

Preparation:
Indian
Edit/Copy
Edit/Paste as a new image
 
Transparent image 500 x 500
 
Pick 2 colors
Make a gradient using those colors

 Take the dream Catcher
Use the magic wand
Select the white areas
Delete
Minimize
 
Step 1:
Edit/Copy your Indian image
Go to your transparent image
Flood fill with your lighter color
Edit/Paste as a new image
Effects/Image Effects/Seamless Tiling/Default
Layers/Merge/Merge Visible
 
Step 2:
Effects/Plugins/Filters Unlimited/Lens Effects/Convex

Effects/Geometric Effects/Prospective-Vertical

Effects/Geometric Effects/Prospective-Horizontal

Edit/Copy
Edit/Paste as a new Layer
Image/Mirror
Lower the opacity of the 2 layers to 90
Layers/New Raster Layer
Flood fill with your darker color
Layers/Arrange/Send To Bottom
Layers/Merge/Merge Visible

Step 3:
Effects/Image Effects/Seamless Tiling/Default
Edit/Copy
Edit/Paste as a new Layer
Image/Free Rotate

Lower the opacity to 60
Layers/Merge/Merge Visible
 
Step 4:
Effects/Reflection Effects/Kaleidoscope

Layers/New Raster Layer
Flood fill with White
Layers/Arrange/Send to Bottom
Lower the opacity 60
 
Step 4:
Edit/Copy
Image/Add Borders/1 px/Dark Color
Image/Add Borders/20 px/White
Highlight this border
Edit/Paste Into Selection
Effects/3D Effects/Drop Shadow
 
Effects/Plugins/Filters Unlimited/Buttons & Frames/3D Glass Frame 1

Image/Add Borders/1 px/Dark Color
Selections/Select None
 
Step 5:
Edit/Copy the Indian
Edit/Paste as a New Layer
Move to the right
Lower the opacity to 75
Effects/3D Effects/Drop Shadow

 
Step 6:
Dream Catcher
Edit/Copy
Edit/Paste as a new Layer
Place the dream catcher on the upper left side of the image
Layers/Arrange/Move Down
Highlight the Dream Catcher
Effects/3D Effects/Drop Shadow/Same as before
Lower the opacity to 50
 
Step 7:
Layers/New Raster Layer
Add watermark
Add Name and Caption - if desired
Effects/3D Effects/Drop Shadow

Layers/Merge/Merge Visible
