This tut was done in PSP 10 but should work as well in other versions.
Some knowledge of, and experience with, PSP is required.

If any filters are used, please note that if you don't already have them installed that you will have to close PSP, Install, then start PSP again.
Supplies:

Preparation:
Take the background
Resize to 50 %
(466 x 325)
Edit/Copy
Edit/Paste as a New Image
Close the original
Take the Elf
Resize to 35 %
(150 x 290)
Edit/Copy
Edit/Paste as a New Image
Close the original
Take your male Elf
Resize to 25 %
(135 x 185)
Edit/Copy
Edit/Paste as a New Image
Close the original
Pick 2 colors from your background - a dark color and a light color
Step 1:
Edit/Copy your female elf
Edit/Paste as a New Layer onto your background
Move to where it looks good to you
Effects/3D Effects/Drop Shadow
Take your male tube
Edit/Copy
Edit/Paste as New Layer and place where it looks good to you
Effects/3D Effects/Drop Shadow/same as before
Layers/Merge/Merge Visible
Step 2:
Selections/Select All
Selections/Modify/Contract/10 px
Apply a drop Shadow
Repeat Drop Shadow - Except change the H/V to -2
Selections/Invert
Effects/3D Effects/Inner Bevel
Edit/Copy
Edit/Paste as a New Image - This is your frame
Selections/Select None
Step 3:
Image/Add Borders/1px/Black
Image/Add Borders/5 px/White
Image/Add Borders/10 px/Grey
Highlight this border
Edit/Copy your 'Frame'
Edit/Paste Into Selection
Selections/Select None
Image/Add Borders/1px/Black
Image/Add Borders/5 px/White
Image/Add Borders/1px/Black
Step 4:
Layers/New Raster Layer
Add Watermark
Add a caption
Effects/3D Effects/Inner Bevel
Effects/3D Effects/Drop Shadow/same as before
Add your Name - same bevel and Drop Shadow
Layers/Merge/Merge Visible
Image/Resize to: 350 or what looks good to you
